Raeon R. Roulston is a licensed attorney admitted to practice in the State of California. His practice is dedicated exclusively to representing consumer debtors in bankruptcy, stopping predatory and abusive consumer lending practices, and protecting consumers from illegal debt collection activity.

Matthew C. Salmonsen graduated from Santa Clara University School of Law in May 2009. While at SCU, Matthew volunteered for the Northern California Innocence Project, which works to exonerate innocent death row inmates.

Marisol Avalos is Consumer Law Center’s client liaison and a commissioned Notary Public. Mari has been a member of the Consumer Law Center’s staff since 2013 and has 18 years of law office experience.

Fred W. Schwinn
Managing Attorney

Fred W. Schwinn is an experienced attorney licensed to practice in California. With a career spanning several decades, Fred has dedicated himself to helping consumers struggling with debt. He is committed to stopping predatory and abusive consumer lending practices and protecting consumers from illegal debt collection activity.

Fred has an impressive track record as an attorney – his bar memberships include California state and federal courts, the US Supreme Court, and the 9th and 10th Circuit Courts of Appeal. 

Before pursuing a law career, Fred worked as a Machinist in a machine shop and as a Maintenance Mechanic in a book bindery. He earned his bachelor’s degree from Washburn University in Topeka, Kansas, in 1994, graduating magna cum laude, and earned his law degree from Washburn University School of Law in 1997.

Fred’s expertise extends beyond the legal field – he passed the Uniform Certified Public Accountant’s examination in 1995 and received a Certified Public Accountant certificate from the Kansas Board of Accountancy. His professional memberships include the State Bar of California, Santa Clara County Bar Association, National Association of Consumer Advocates, National Association of Consumer Bankruptcy Attorneys, and California Bankruptcy Forum.

Fred has been recognized for his outstanding contributions to the legal community, having been named “Attorney of the Year” in 2013 by Community Legal Services in East Palo Alto and “Outstanding Volunteer Attorney” in 2011 and 2012 by the Volunteer Legal Services Program of the San Francisco County Bar Association. Numerous publications have featured him, including the New York Times, San Jose Mercury News, and California Lawyer magazine.

Fred is committed to providing consumer and debtor rights pro-bono legal services, and his expertise and dedication make him a valuable resource for anyone struggling with debt.

Raeon R. Roulston
Associate Attorney

Raeon R. Roulston is a licensed attorney, admitted to practice in California.

Before beginning his legal career, Raeon graduated magna cum laude from Morgan State University in Baltimore, Maryland, with a Bachelor of Science in Computer Science in 2003. He was an interpreter for Spanish-speaking clients of the HealthChoice arm of the State of Maryland’s Social Services program.

Raeon graduated from Santa Clara University School of Law in Santa Clara, California, in 2007. He participated in the law school’s immigration law clinic at the Katharine and George Alexander Community Law Center and helped obtain political asylum for a victim of torture.

Born in Kingston, Jamaica, Raeon resides in San Jose, California, and is committed to providing his clients compassionate and effective legal representation.

Matthew C. Salmonsen
Associate Attorney

Matthew C. Salmonsen is an accomplished attorney who earned his law degree from Santa Clara University School of Law in 2009. While at SCU, Matthew’s passion for justice led him to volunteer for the Northern California Innocence Project, where he worked to exonerate innocent death row inmates. He also volunteered at the Katherine and George Alexander Community Law Center, providing pro bono legal advice to low-income individuals in the San Jose area.

In addition to his volunteer work, Matthew held several leadership positions in law school, including serving as President of the Golf Club Legal Links and as an editor of the Computer and High Technology Law Journal. In addition, he interned for former CIA Director and US Secretary of Defense Leon Panetta at the Panetta Institute in Monterey, California.

Since moving to California in 2007, Matthew C. Salmonsen has dedicated himself to serving underprivileged and underserved members of the community. Matthew’s expertise extends to helping consumers with student loan debt, a growing concern for many Americans.

Marisol Avalos
Client Relations

Marisol Avalos serves as the client liaison for Consumer Law Center. With 18 years of law office experience, Mari has been an integral member of the Consumer Law Center team since 2013.

Although Marisol’s initial experience was in family law, she has always been driven by a passion for assisting people and a steadfast commitment to service, regardless of the legal domain.

Marisol was born and raised in San Jose, California, and is fluent in Spanish. She is a valuable asset to clients who prefer to communicate in their native language.
